JOB VACANCY:  HEAD CHEMISTRY, GRADE E2, CHEMISTRY DIVISION, HEAD-FINANCE GRADE E2 FINANCE UNIT and HEAD-LICENSING AND ENFORCEMENT, GRADE E2, LICENSING AND ENFORCEMENT (LED) DIVISION

The Medicines Control Authority of Zimbabwe (MCAZ) is inviting qualified, honest, self-motivated and experienced applicants for the following posts:

Head-Licensing and Enforcement – 1 Post

 1.0       Duties and Responsibilities

Reporting to the Director-General, the incumbent will be responsible for the following among other duties:

  • Implement the Medicines and Allied Substances Control Act (Chapter15:03).
  • Participate in the Authority’s Strategic Planning, Financial Planning and review sessions.
  • Translate the Authority’s Strategic Objectives and Financial Plans into the Licensing and Enforcement (LED) Divisional Annual Work Plans and Financial Plans (Budget).
  • Implement, control, monitor and evaluate Key Result Areas (KRAs) of the LED Division on Human Capital, Financial Resources, Internal Business Process, Customer Satisfaction and Good Corporate Governance.
  • Implement regulatory decisions of the relevant Committees e.g. Licensing and Advertising Committee, Hearing Committee, etc.
  • Maintain complete internal records of applicants.
  • Align Divisional processes, procedures and practice with SADC Regulatory Harmonization, African Medicines Regulatory Harmonization (AMRH) initiative, WHO, OIE, and ICH norms and standards and Good Regulatory Practice (GRP).
  • Implement the Authority’s Regional Centre of Regulatory Excellence (ReCoRE) Strategy in the Division and in co-ordination with other Divisions/Units.
  • Ensure scheduled stakeholder consultative meetings are conducted and provide feedback to Management, Committees and Staff.
  • Establish, maintain and improve the Division’s Quality Management Systems.

Requirements

  • First degree in Pharmacy or equivalent.
  • Master of Science degree in Pharmaceuticals or equivalent.
  • Master’s degree in Business Administration is an added advantage.
  • A minimum of five (5) years’ managerial experience in a regulatory environment a prerequisite.
  • Registered with the Pharmacist Council of Zimbabwe
  • Good interpersonal and communication skills.
  • Conceptual and strategic thinking skills.
  • Must be highly computer literate.
  • Good knowledge of quality management systems.

HEAD-FINANCE – 1 Post

1.0       Duties and Responsibilities

Reporting to the Director-General, the incumbent will be responsible for the following among other duties:

  • Participate in corporate strategy planning and prepare annual work plans for the Finance Unit.
  • Produce accurate and complete annual consolidated financial statements and submission to the Auditor-General.
  • Give direction in the preparation of Financial Statements according to the accounting standards and supervise financial transactions according to policies and procedures.
  • Lead the annual financial budgeting process to produce relevant, accurate and timely financial budgets and financials forecasts.
  • Create strategies to manage financial risk within the Authority and provide regular, sound, accurate and timely financial advice and information to the Authority, Director-General and Management to support decision-making.
  • Determine monitor and actively manage liquidity requirements to ensure the Authority is financially liquid to meet on-going operational requirements and investment of surplus funds.
  • Ensure a strong control environment through the development and implementation of accounting policies, financial controls and internal control procedures.
  • Ensure preparation, review and submission of Management Accounts to the Director-General, Finance Committee, Percentage Discount Board (a subsidiary of the Authority).
  • Oversee the Authority’s financial planning and financial forecasting cycles to enable the organization to operate optimally at all times. Oversee the financial operations of the subsidiary.
  • Develop the Authority’s investment strategy and monitor the Authority’s investment.
  • Lead and manage finance operations and recommend improvements to increase efficiency.
  • Develop the resource mobilization strategy and ensure the successful implementation of the strategy
  • Monitor donor funds by ensuring that the funds are used in compliance with Grant Agreements.
  • Ensure compliance of statutory and regulatory obligations in relation to accounting, statutory reporting, tax and other regulations
  • Direct and supervise the financial team to ensure that they fulfill their obligations.
  • Build an effective and high performance team through training, coaching and performance management.
  • Prepare Committee reports.

2.0       Requirements

2.1       Bachelor’s degree in Accounting / Finance or equivalent.

2.2       Masters degree in Business Administration (MBA) / Leadership / Strategic Management or equivalent

2.3       Full membership of a recognized professional institution i.e.CIMA / ACCA / CA / CIS

2.4       A minimum of five (5) years managerial experience at senior level.

2.5       Good interpersonal and communication skills

2.6       Must be able to develop, evaluate and interpret financial / management accounts.

2.7       Must have a solid finance and tax background

2.8       Must have sound knowledge of relevant accounting packages and be highly computer literate.

Head Chemistry – 1 Post

1.0       Duties and Responsibilities

Reporting to the Director-General, the incumbent will be responsible for the following among other duties:

  • Lead, manage, supervise, authorize and implement Chemistry division activities in the chemical analysis of medicines and other medical products for quality, efficacy and safety and ensure compliance with required specifications and MASCA Act
  • Plan, implement and review Chemistry laboratory strategic goals and annual work plans in line with the MCAZ corporate strategy;
  • Manage and adhere to approved budget;
  • Lead in resource mobilization for project activities;
  • Manage and monitor projects performance and fund utilization for defined budget projects to meet timelines;
  • Advise and consult MCAZ Committees on relevant technical issues pertaining to Chemistry laboratory;
  • Facilitate timeous procurement of laboratory equipment , reagents , chemicals and consumables;
  • Manage and ensures proper equipment management including maintenance, service, calibration and internal qualifications are performed timeously;
  • Develop, Implement and maintain the Chemistry laboratory Regulatory Centre of Excellence (RCORE) status in Quality Assurance of medicines;
  • Provide strategic leadership in the implementation and retention of chemistry accreditation and certification status in ISO 17025, ISO 9001, WHO Prequalification and WHO GBT laboratory review and testing function;
  • Plan and implement analytical methods validations, transfer and verification of compendia methods for use in the laboratory and provide expert advice in all analytical problems and challenges;

2.0       Requirements

2.1       Bachelor of Science Honours Degree in either Chemistry, Applied chemistry, Chemical Technology or equivalent.

2.2       MBA/ MBL/MSc in Strategic Management Degree will be an added advantage.

2.3       At least three (3) years’ experience in a managerial capacity in a pharmaceutical manufacturing Quality Control or Regulatory Quality Control Laboratory.

2.4       At least five (5) years post qualifying experience in Quality Control and/or Quality             Assurance of medicines in pharmaceutical manufacturing or regulatory environment.

2.5       Expert practical knowledge in Laboratory QMS implementation in ISO 17025, 9001 and WHO Prequalification programme.

2.6       Expert knowledge in Quality Control and Quality Assurance of medicines.

2.7       Expert knowledge in analytical instrumentation and equipment management and excellent analytical skills.

2.8       Good people management skills and a team player.

2.9       Business-minded and strategic thinker.

2.10     Excellent communication and report writing skills.
