The Medicines Control Authority of Zimbabwe (MCAZ) is inviting qualified, honest, self-motivated and experienced applicants for the following one (1) year project-funded vacant post:-

1. Projects Officer – 1 Post

1.0       Duties and Responsibilities

Reporting to the Finance Manager, the incumbent will be responsible for the following among other duties:

  • Oversee projects implementation to ensure timely delivery and accountability for project results;
  • Coordinate production of annual programme;
  • Monitor progress on agreed results framework and performance indicators;
  • Prepare agenda for Project Committee meeting and guide development of overall monitoring and evaluation systems for project implementations;
  • Participate in performance management process of the Authority;
  • Ensure project meets expectations with respect to quality, budget, delivery timelines and strategy;
  • Monitor and manage any strategic issues faced by the projects;
  • Contribute to the development and maintenance of internal and external networks for Authority’s resource mobilization efforts;
  • Represent the Authority on resource mobilization activities to donors.

2.0       Requirements

2.1       University Degree in relevant field (Social Sciences, Development Studies or Public Health).

2.2       A minimum of two (2) years working experience with Government partners and Project Fund/Grant Management.

2.3       Good understanding to work with project budgets, forecasts and reports.

2.4       Proficient in both verbal and written communication.

2.5       Ability to work independently and as part of a team.

2. Chief Regulatory Officer (Evaluations) – 1 Post 

1.0       Duties and Responsibilities

Reporting to the Director-General, the incumbent will be responsible for the following among other duties:

  • Manage evaluation of Human Allopathic medicinal products, amendments and re-instatements
  • Supervise and allocate work dossier assessment teams;
  • Review reports for quality assurance;
  • Conduct technical training for dossier assessments API, FFP, CT data;
  • Conduct competence assessment of assessors;
  • Periodic review of technical tools: guidelines, SOPs, templates and forms;
  • Conduct client meetings;
  • Provide statistics of evaluations for Divisional and Committee meetings.

Requirements

  • Either Bachelor of Pharmacy or Veterinary Science Degree.
  • Master’s degree in Pharmaceutical Regulatory Affairs, an added advantage.
  • Experience as Senior Regulatory Officer Competency level 2 in evaluation of dossiers.
  • Capacity to provide a technical advisory role to Committees through recommendations.
  • Ability to perform dossier evaluation.
  • Ability to conduct critical analysis.
  • Good time management, able to work with minimal supervision, good interpersonal skills.

3. Chief Regulatory Officer (Licensing) – 1 Post

1.0       Duties and Responsibilities

Reporting to the Head, Licensing and Enforcement, the incumbent will be responsible for the following among other duties:

  • Leading the licensing team in the execution of all aspects of the MCAZ Strategic Plan that pertain to the Licensing Unit;
  • Verifying completeness of applications for premises and persons licences;
  • Leading the licensing team with respect to:
  • Processes for issuing premises and persons licences and permits for premises;
  • Conducting forensic lectures for nurses, doctors, pharmacy technicians and pharmacists;
  • Processing narcotic, psychotropic and precursor substances applications
  • Processing Section 75 applications;
    • Approving and processing Section 75 authorisation letters for individuals and institutions;
    • Approving applications for donations;
    • Approving applications for narcotic, psychotropic and precursor substances;
    • Tabling applications at Committee meetings;
    • Accepting and reviewing of advertisements of medicines submitted for approval;
    • Conducting cGMP inspections;
    • Leading the Licensing team in ensuring adherence to all ISO 17020 and 9001 requirements;
    • Participating in the implementation of a performance management system that is reward based;
    • Designate for the Head of Division in his/her absence.

Requirements

2.1       Bachelor of Pharmacy (Honours) Degree or equivalent.

2.2       A post graduate degree is an added advantage.

2.3       At least five (5) years relevant regulatory working experience.

2.4       Registered with the Pharmacists Council of Zimbabwe and member of the Pharmaceutical Society of Zimbabwe.

2.5       Sound knowledge of GMP principles.

2.6       Drivers licence.

2.7       Computer literacy.

2.8       Good communication skills

2.9       Good leadership and supervisory skills
